11-A:  Report and  recommendation concerning  proposals to  amend
       the   owner-occupied  exemption  provisions  of  the  Rent
       Control Law  and proposal  to amend  the tenant relocation
       assistance law.                                           

11-B:  Recommendation   concerning   assignment   of   Ecolo-Haul
       recycling contract to Empire Waste Management, Inc.       

11-C:  Request for Closed Session for the purpose of  considering
       personnel   matters  and  threatened  litigation,  pending
       litigation and litigation to be commenced by the City.  (A
       list of pending  litigation  cases  to  be  considered  in
       Closed Session is posted on the Council Chambers door  and
       is on file with the City Clerk.)                          

14-B:  Request of  Councilmember Zane  to discuss  directing City
       Attorney  to draft  ballot measure  to amend  Rent Control
       Charter  to  permit  off-site  replacement  for removal of
       City-owned units at 1616 and 1642 Ocean Avenue.
