          Santa  Monica Municipal Code by  repealing Chapter 1 of
          Article  IX  of  the  Santa  Monica  Municipal Code and
          Section  9516 of  the Santa  Monica Municipal  Code and
          adding  a  new  Chapter  1  to  Article IX of the Santa
          Monica Municipal Code to adopt a Comprehensive Land Use
          and  Zoning  Ordinance;  resolution  certifying   Final
          Subsequent  Environmental   Impact  Report   and  Final
          Supplemental  Environmental  Impact  Report on Proposed
          Zoning Ordinance.
