HOMELESSNESS - WHO DO YOU CALL?
A GUIDE FOR RESIDENTS & BUSINESSES


Who do you call when you see something going on in your neighborhood or if you have concerns about homelessness?  The City of Santa Monica Human Services Division, Santa Monica Police Department and Ocean Park Community Center (OPCC) have created this guide for residents and businesses to help you help us improve the quality of life in the City.

Emergency Circumstances – 911

 

If there is a crime in progress, someone is behaving aggressively or threatening someone’s personal safety, or if some other activity raises your concern -- call 911. The emergency operator may ask you about the circumstances while simultaneously dispatching a police officer to assist with the situation.

Non Emergency Circumstances

If you see littering, traffic accidents, drinking in public, hear construction noise, or observe other activity that infringes on the community’s quality of life, call one of the following:

  • Police Communication Center at (310) 458-8491.  The Police Communication Center is staffed 24/7 with experienced operators; or

  • Watch Commander at (310) 458-8427; or

  • Front Desk at (310) 458-8426.

In any event, a police response is completely dependent on the number of available officers in the field, balanced against any emergency or non-emergency calls that are already pending.

Santa Monica Police Department Homeless Liaison Program (HLP) Hot Line

When community members observe non-emergency situations involving the homeless (camping, sleeping in the doorways, trespassing, and discarded property, etc.) community members should call the Santa Monica Police Department Homeless Liaison Program (HLP) Hot Line at (310) 458-8953

  • If a HLP Officer is in the office he/she will answer any questions and determine the best possible approach to resolve the situation.

  • If the HLP Officers are not in the office the caller should leave a detailed message providing such information as:  location of the incident, description of the involved individual, etc.   

  • HLP Officers routinely check the hotline for messages and respond to calls as soon as possible.

For short term intervention (arrest, assistance, or to summon medical assistance) community members should call the Police Communication Center at (310) 458-8491, the Watch Commander at (310) 458-8427, or the Front Office at (310) 458-8426.

OPCC Access Center’s Community Response Team

If homeless people frequent the area near your home or business, but are not breaking the law, you can call the OPCC Access Center’s Community Response Team.  The Community Response Team can make sure that homeless persons know about the full array of services available to them.

  • OPCC Access Center’s Community Response Team provides direct outreach and assistance to Santa Monica residents and businesses and to individuals who are homeless.

  • For direct assistance in dealing with a homeless individual or to request a presentation to a school or community group, please contact Isaiah Ortiz, Team Leader (310) 508-7943 or (310) 508-7944.

Trespassing

If you have concerns about anyone trespassing on your property, please call the HLP Team at (310) 458-8953 to find out about how to file a “Trespass Letter” with the Police Department to enable officers to make a trespass arrest on your property, even if you’re not there, 24 hours a day.
