for all discretionary projects, including
City-initiated projects and

development projects. Those projects that are not clearly exempt from CEQA may require the preparation of a (Mitigated) Negative Declaration

Housing Element
CEQA Environmental Review:
Public Comment Period for Negative Declaration
The
City of Santa Monica has prepared an Initial Study and Negative
Declaration for the
General Plan 2008-2014 Housing
Element.
The Initial Study has determined that there are no potentially
affected environmental factors that would result from adoption
of the proposed Housing Element. To download the document,

November 11, 2008.

Pier Access Improvement Project
This project evaluates alternatives to provide improved pedestrian
and vehicle access
to Santa Monica Pier and the adjacent parking lot.
The Draft
Environmental Impact Report is now available for review and comment. The comment period runs
from August 7, 2006 to September 20, 2006. There will be two public
meetings to discuss the project: the Santa Monica Pier Restoration
Committee meeting on Monday, August 21, 2006; and the Landmarks
Commission meeting on Monday, September 11, 2006. See notice for time

California Incline
Replacement Project
This project involves the reconstruction and rehabilitation of the
California Avenue Incline Bridge. The
Notice of Preparation
of a Draft Environmental Impact Report is available for review. The
review period is for 30-days beginning April 24, 2006. Comments may be
submitted in writing by 5:30 p.m. on May 29, 2006. For more information,

16th Street Surgery & Oncology Center Project
The project is located on a 30,000 square foot site at
1217-1231 Sixteenth Street between Arizona Avenue and Wilshire
Boulevard. The proposed project consists of demolition of all
existing structures on the site and construction of a new
three-story (45 feet in height), 45,000 square foot outpatient
surgery and oncology center built over a subterranean garage
with 251 parking spaces. Parking in excess of the 180 spaces
required by the Zoning Ordinance will be made available to other
uses in the immediate vicinity. The applicant has requested the
following discretionary permits: Development Review Permit (DR
08-001) for a project exceeding 7,500 square feet of floor area;
and Tentative Tract Map 08-005) for the air rights subdivision
to create 51 commercial units. PUBLIC REVIEW PERIOD: The
Draft EIR (586 pages),
color figures (5 pages) and
Executive Summary is now available for a 30-day public review period
ending January 7, 2009. The City of Santa Monica welcomes agency
and public input regarding the adequacy of the Draft EIR during
this period. Comments may be submitted, in writing, by 5:30 p.m.

2001 Main Street Mixed Use Project
The project involves the construction of a new three-story
mixed use building with 4,130 square feet [sf] of ground floor
commercial space and fourteen [14] residential apartment units.
The 18,090sf property is located on the south-east corner
of Main and Bay Streets in the Commercial Main Street District
([M-2]. The site is currently developed with a two-story
residence and a one-story commercial building, a portion of
which was designated as a City Landmark by the City's Landmarks
Commission [May 2007]. The project will retain and rehabilitate
the landmarked portion [west wing] of the existing building,
while the remaining structures will be demolished to accommodate
the new building. The proposed project will provide 48 parking
spaces within a subterranean garage. The applicant is requesting
the approval of a Development Review Permit and a Certificate of
Appropriateness.
Rincon
Consultants has been selected to prepare the Environmental
Impact Report for this project. The contract amount to prepare
this document is $107,515 [paid by the developer]. The

1639 11th
Street Artist Studio Project
This proposed
project involves the construction of a 45-foot, three-story
building to accommodate 66 artist studio condominium units on a
36,187square foot parcel. The building would be approximately
53,725 square feet over a subterranean parking garage with 163
spaces. The existing 28,416 square foot, two-story multi-tenant
manufacturing building with offices would be demolished. The
applicant has
requested the following discretionary permits: Development
Review Permit (DR 06-012)
for a project exceeding 7,500 square feet of floor area; Design
Compatibility Permit (DCP 06-008) for a condominium use in the
M-1 District; Tentative Tract Map (TM06-027) for the air rights
subdivision to create 66 condominium units. Pursuant to State
California Environmental Quality Act (CEQA) Guidelines, a Notice
of Preparation was published on February 15, 2008 and circulated
for a 30-day review period.

Impact Report for this project. The contract amount to prepare
this document is $59,423 (paid by the developer). The

T-Mobile Wireless Site at
1411 7th Street
This project involves a request to install, operate and
maintain an unmanned wireless telecommunication facility on the
rooftop of an existing, 5-story mixed-use building. An
Initial
Study and Negative Declaration have been prepared for the
project and are currently available for public review and
comment. A 20-day public review period for the Negative
Declaration will commence on April 8, 2008 and end on April 28,
2008. Any comments on the Negative Declaration must be received
within the public review period. Comments may be submitted,
in writing, by 5:30 p.m. on April 28, 2008. To send

1610 Colorado Avenue Artist
Loft
This proposed project involves the construction of a
45-foot, three-story building consisting of 91 artist studio
condominium units on a 47,589 square foot parcel. The building
would have approximately 71,298 square feet of floor area over
two levels of subterranean parking consisting of 196 spaces. The
project would require the demolition of the existing 37,254
square foot office building. The applicant has applied for the
following discretionary permits: a Development Review Permit (DR
06-011) for a project exceeding 15,000 square feet of floor
area; Design Compatibility Permit (DCP 06-007) for a condominium
use in the M-1 District; and a Tentative Map (TM 07-026).
As specified by the State California Environmental Quality Act (CEQA)
Guidelines, the Notice of Preparation will be circulated for a
30-day review period. The City of Santa Monica welcomes agency
and public input during this period regarding the scope and
content of environmental information. Comments may be submitted,
in writing, by 5:30 p.m. on January 2, 2008. For more

SANTA MONICA PLACE REMODEL
The City of Santa Monica has retained Rincon Consultants to
prepare an Initial Study and Mitigated Negative Declaration for
the
Santa Monica Place Remodel
at
395 Santa Monica Place.
The proposed project would involve the remodel of the
existing enclosed mall shopping area, and the retention of the
two anchor department stores (one anchor store presently
occupied by Macy’s and the other was formerly occupied by
Robinson’s May) and the two parking structures. The remodeled
area will be three levels in height and will accommodate retail
and restaurant uses. The proposed remodel would result in a
shopping center of 586,453 square feet of building area
(compared with a current building area of 677,209 square feet)
and remove the portion of Parking Structure 7 which currently
overhangs a section of the mall, eliminating 63 parking spaces.
The project site includes frontages along Broadway, 4th
Street, Colorado Avenue, and 2nd Street.

travelodge hotel project
The proposed
project would involve the demolition of the existing Pacific Sands
and the Santa Monica Beach Travelodge motels at 1515-25 Ocean Avenue
and 1530 2nd Street and construction of a 4-story,
45-foot high, 89,990 square foot hotel with 164 guest rooms, a 750
square foot meeting room, a 370 square foot exercise room, outdoor
swimming pool and spa pools, 3,270 square feet of ground floor
retail space (on 2nd Street) and a 4-level 297-space
subterranean garage on the 45,000 square foot site. The project
would consist of two buildings connected at the upper levels by a
pedestrian bridge across 1st Court alley. Of the 296
parking spaces, 96 would be in excess of Code requirements and would
be available to the public at rates commensurate with current market
values. Vehicular access to the site would be via Ocean Avenue;
vehicles would exit via 1st Court alley. The applicant
has requested the following discretionary permits: Development
Review Permit (DR 05-007)
for a project exceeding 7,500 square feet of floor area; Conditional
Use Permit (CUP 05-009) for a hotel use in the RVC District;
Variance (VAR 06-018) for projection into the required rear yard;
and Amendment to the Land Use Plan of the Local Coastal Plan (GPA
06-001) to modify the Scenic and Visual Resources Map. PUBLIC
REVIEW PERIOD:
A 45-day public
review period will be provided for all interested persons to submit
comments on the adequacy of the
Draft EIR and
Appendices.

High
Place Affordable Housing Development
This project is located on
the east and west side of High Place at Virginia Avenue and involves
the vacation and relocation of High Place and construction of a
92-unit, 100% affordable housing development. The development
consists of 47 apartment units and 45 ownership units with parking
in two separate subterranean parking garages. The Final EIR is

MIXED-USE DEVELOPMENT
This project is located on the east side of 4th Street between

a 4-story, 58-foot high, mixed use development consisting of
approximately 40,785 square feet of retail/office space, including
the lobby, and a 2-level subterranean parking garage containing 70
parking spaces.

$95,253 (paid by the developer). The

1133 Ocean Avenue (Fairmont Miramar
Hotel)
The owner of the Fairmont Miramar Hotel is seeking a Development
Agreement with the City to add a new wing of hotel rooms, renovate and
add to the ballroom wing, and add a separate restaurant building.
Approximately 215,000 square of new floor area would be added, including
a 14-story hotel tower and 600 parking spaces located in a subterranean
garage. The developer has designated 150 of those spaces for public use.
Rincon Consultants has
been selected to prepare the Environmental Impact Report for this
project. RSG and its sub-consultants
have been selected to prepare a Hotel Market Study and Economic Impact
Analysis of the proposed project and project alternatives. The contract
amounts for these documents are $229,852 and $48,830, respectively (paid
